(born July 4, 1956) is a prelate of the Catholic Church in the Philippines.
He is the current Bishop of Dumaguete in Negros Oriental, Philippines since September 2013.
Before his appointment to the See of Dumaguete, Cortes was the Auxiliary Bishop of Cebu from 2002—2013.
He is a native from the Diocese and served in various capacities.
He served as rector of the Diocesan Seminary, the St.
Joseph Seminary College, Parish Priest of St.
Augustine of Hippo Parish, Bacong Negros Oriental, Vicar General (who was very influential in convening the 1st Diocesan Synod of Dumaguete during the time of Bishop Angel Lagdameo), served as the Diocesan Administrator during the sede vacante of the Diocese after the appointment of Bishop Lagdameo to the see of Jaro until the appointment of then Bishop John F.
