- Joaquim Moutinho da Silva Santos (14 December 1951 – 22 November 2019) was a Portuguese rally driver, who in 1986 won the Rally de Portugal, a round of the World Rally Championship.
- Moutinho, who was born in Porto, was also a champion in the Portuguese Touring Car Championship and Portuguese Rally Championship.
