- He previously had served as a Muskegon County, Michigan Road Commissioner from 2011-2012 and then as a Muskegon County, Michigan Commissioner from 2013-2016 with the latter 2 years as Chairman of the Board.
- Terry is a retired Fire Fighter for the City of Muskegon Heights, Michigan and had previously served in the United States Air Force from 1986-1990.
