Frances Degen Horowitz (born May 5, 1932) is an American developmental psychologist who served as president of the Graduate Center of the City University of New York from 1991 to 2005.
Before that, she served as Vice Chancellor for Research, Graduate Studies and Public Service at the University of Kansas from 1978 to 1991, after having served as Chair of the Department of Human Development and Family Life at the University of Kansas from 1968 to 1978.
She served as president of the American Psychological Foundation from 1991 to 1994 and of the Society for Research in Child Development from 1997 to 1999.
