- (born June 17, 1955) is CEO and founder of the Institute for Energy Research, and the author of several books on energy economics.
- He is also an adjunct scholar of the Cato Institute and the Competitive Enterprise Institute in Washington, D.C.; a senior fellow at the Texas Public Policy Foundation in Austin, Texas; and the IEA Energy and Climate Change fellow of the Institute of Economic Affairs in London.
