About Troy Carter (politician)
- Troy Anthony "C" Carter (born October 26, 1963) is the District 7 member of the Louisiana State Senate who formerly served on the New Orleans City Council.
- In the November 21 runoff election, Carter defeated his fellow Democrat, Jeff Arnold, who is a term-limited former state representative for the Algiers neighborhood of New Orleans. In 1994, he was elected to represent District C on the city council, having become the first African-American to represent that portion of the city since Reconstruction.
- He served until 2002, when he unsuccessfully sought the office of mayor.
- Carter was eliminated in the 2002 primary election by Ray Nagin (the final winner) and Richard Pennington.
- Carter previously represented District 102 in the Louisiana House of Representatives from 1992 to 1994, when he was elected to the city council.
- He was an unsuccessful candidate for Louisiana's 2nd congressional district seat in 2006 against then-incumbent William J.
- Jefferson.After graduating from Oliver Perry Walker High School in Algiers, Carter attended Xavier University of Louisiana, where he majored in business administration and political science.
- Carter was initiated into the Beta Iota Chapter of Kappa Alpha Psi while a student at Xavier.
- He embarked on graduate studies in Pittsburgh at Carnegie-Mellon University's School of Urban and Public Affairs.
- He has been a political science instructor at his alma mater, Xavier.Carter received 12,935 votes (56.8 percent) in the 2015 runoff election to Arnold's 9,852 (43.2 percent).
- The position opened with the retirement of the two-term Senator David Heitmeier.
